Big move out of D.C. for hunters and anglers.

The U.S. House just passed the Protecting Access for Hunters and Anglers Act, a bipartisan bill aimed at keeping traditional ammo and tackle in play on public lands and protecting the funding that comes with it.

The National Shooting Sports Foundation is calling it a major win. And honestly, it’s not hard to see why.

At the center of the bill is a pretty straightforward idea: before the government bans lead ammo or fishing tackle, it has to prove (using site-specific, peer-reviewed science) that it’s actually harming wildlife populations.

No assumptions. No blanket bans. Just evidence.

That matters, because over the past few years there’s been a steady push to phase out traditional ammo, especially on federal lands. The concern from hunters has been twofold: cost and access.

Non-lead ammo isn’t just harder to find. It’s more expensive, often around 25% higher. And when costs go up, participation tends to go down. That’s where this gets bigger than just ammo choice.

Because hunters and shooters don’t just fund their own activities, they fund conservation.

Through the Pittman-Robertson Act, firearm and ammo manufacturers pay an excise tax that goes straight into wildlife conservation. We’re talking over $31 billion (adjusted for inflation) since 1937.

In 2026 alone? Roughly $804 million came directly from the firearms and ammo industry.

So when participation drops, funding drops with it. That’s the concern this bill is trying to address.

NSSF’s Lawrence G. Keane put it plainly: restricting traditional ammo without solid science risks pricing people out of the outdoors and cutting off the primary funding stream for conservation.

The bill now heads to the Senate.

If it clears that hurdle, it could lock in access for hunters and anglers while keeping one of the most successful conservation funding models in the country intact.

For now, though, it’s a step in the right direction and one a lot of folks in the hunting world will be watching closely.
