Rep. Wesley Hunt (R-TX) introduced the Second Amendment Restoration Act on November 12, 2025, launching a direct assault on the Bipartisan Safer Communities Act signed by President Joe Biden in June 2022. The legislation represents a direct challenge to the first major federal gun control law enacted in nearly three decades, which passed following the mass shooting at Robb Elementary School in Uvalde, Texas.

Hunt’s bill targets two primary components of the 2022 law. First, it would eliminate the $750 million federal grant program established to incentivize states to adopt extreme risk protection orders, commonly known as red flag laws, and other crisis intervention programs. Second, the legislation would cut federal funding for expanding the National Instant Criminal Background Check System (NICS), which the BSCA bolstered to tighten record keeping and create enhanced background checks for firearm purchasers under age 21.
According to Hunt, the bill maintains provisions allowing law enforcement to prosecute illegal weapons trafficking while reducing what he describes as excessive federal oversight.
