Melis Yilmaz Balban, Ph.D., is the founder and CEO of Neurosmart, a start-up company developing stress resilience training technologies for law enforcement. Dr. Balban received her PhD from Harvard University and studied human stress responses and interventions as a postdoctoral fellow at Stanford School of Medicine. She is the leading author of several peer-reviewed articles on the stress response in high-profile scientific journals. Neurosmart technology is currently used in multiple police agencies across the United States and Canada and has been awarded two competitive SBIR grants from the National Science Foundation.

Lon Bartel is a use-of-force expert for VirTra, Inc, and works closely with law enforcement agencies on use-of-force scenario training. He is a retired peace officer and has been a certified law enforcement trainer for over 17 years. AZPOST recognizes him as an expert in the areas of defensive tactics and firearms. He served as his Department’s Rangemaster from 2005-2017. Lon co-founded the Arizona Tactical Officers Association and served as secretary for five years. As a SWAT member, he was a senior operator and was instrumental in creating the explosive breaching program for his department in 2008 where he served as the lead tactical breacher. Lon was also an adjunct instructor for the largest manufacturer of force on force technology and training munitions for six years. This experience has allowed him to witness thousands of simulated forces on force incidents, providing invaluable insight into human performance under stress.

With over 30 years in the criminal justice profession, Lewis “Von” Kliem, MCJ, JD, LLM, worked as a civilian police officer, attorney, educator and author. He was a senior policy attorney for Lexipol and is currently the Director of Consulting and Executive Editor at Force Science. As a litigation consultant, Von is involved in some of the most high-profile use-of-force cases in the U.S. and internationally. His team evaluates police practices, policy, law and human factors in police decision-making and performance. As a nationally recognized use-of-force expert, Von has presented training for the FBI LEEDS program, the U.S. Marshals, the American Counsel of Second Amendment Lawyers, the Use of Force Summit, the U.S. Army’s Criminal Investigation Division, and countless local, state, and federal law enforcement officers, police executives and attorneys.
